Weeks with work not yet billed
A week nobody issues is a merchant nobody billed, and nothing else in this system would say so. Issuing freezes the lines — it cannot be undone. A week marked issued has gained lines since it went out: correcting it writes a REPLACEMENT statement and marks the old one superseded, so what the merchant was already sent stays readable.

Positive increases what Osoro owes this merchant. Cash collected at a door is theirs; our fees come off it.
— this writes a credit against the charge and leaves both on the merchant's bill. It does not delete anything, and the correction shows on the week's statement once it is corrected.
