Refused by the provider
The message did not arrive and somebody is waiting for it. This is the list that matters: every row is a person who was told their parcel was coming and heard nothing.

Sending is normally the maintenance timer's job, once a minute. This button is for when somebody is standing over it.

What actually carried each message — WhatsApp or SMS — and what the network said back. A message sent by SMS from a row queued for WhatsApp is the router doing its job, not an error.

Milestones with no message yet
Something happened to a parcel and nothing has been written about it. One step earlier than the queue — these are not late messages, they are messages that do not exist, which is why they are counted separately.
