Failed drops needing a decision
Each of these is a physical parcel somebody is carrying right now. The retry policy handles closed shops on its own; what is left here needs a person, and three reasons are deliberately never automated — a refused payment, wrong stock, and anywhere a rider called unsafe.

Parcels still with riders
Nobody goes home until this is empty or explained. A rider who keeps a parcel overnight for tomorrow's attempt is fine — a rider who keeps one nobody knows about is how a parcel goes missing quietly.

Out of attempts — send back to the merchant
Returning a parcel is a delivery in the other direction. It gets its own task, and the merchant should be told before the box arrives rather than when it does.

Is retrying worth it?
Read this after two weeks. A reason whose second attempt almost never succeeds should stop being retried — the cost of not looking is a rider riding to the same closed shop every morning at your expense.
